Occupancy Permit Applications and Forms:
Residential Properties
Occupancy permits are required for all non-owner occupied residential properties and/or rental units as defined under Ordinance 15-04, which uses the term Regulated Rental Unit. This definition does not include owner-occupied structures.
LOCAL MANAGER: Every property owner who does not reside with in twenty-five (25) miles of the City must designate a local property manager. If the property owner is a corporation, an officer of the corporation must reside within twenty-five (25) miles of the city or a local property manager must be designated. Failure to designate a local manager is an ordinance violation and may constitute a summary offense punishable by fine of $300 to $1000.
INSPECTIONS: In order to receive an occupancy permit, each Regulated Rental Unit must pass an initial inspection from the fire department. The owner or manager must complete an occupancy permit application and remit the completed application and a fee of $100.00 to the City Treasurer's office. You will then schedule an inspection date through the City Treasurer's office. Once the property passes inspection, you will receive an occupancy permit, valid for two (2) years from the date of final inspection.
If you have a change of tenants, please see the information below. You must notify the city and secure a new inspection. If the inspection occurs during your initial two (2) year permit, you will only pay a $50 service fee for the new inspection and not the full initial fee of $100. Each Regulated Rental Unit is subject to inspection and permit fee every two (2) years. Failure to comply with the occupancy inspection process is an ordinance violation and may constitute a summary offense punishable by fine of $300 to $1000. CHANGE OF TENANTS: Notice of any change in tenants shall be provided to the Fire Chief. [Compliance with this request to either the Manager or Chief will also satisfy the requirements of Ordinance 96-03, Section VII(A)(5) to notify the City Treasurer of a change in tenancy for purposes of the sanitation service.] Failure to notify the city of a change in tenancy is an ordinance violation and may constitute a summary offense punishable by fine of $300 to $1000.
VACANCY: In addition to the occupancy information above, please be advised of the City of Jeannette vacant property registry. If any dwelling or structure becomes vacant, you are required to register the property with the City of Jeannette. Such property is subject to a vacant property inspection and registration fee. Failure to notify the city of a vacant property is a violation of Ordinance 16-04 and may constitute a summary offense punishable by fine of $300 to $1000.
