Occupancy Permit/Inspection Information
Pursuant to Ordinance #15-04, all properties which are not owner-occupied must register for an occupancy permit/occupancy inspection (fire safety inspection). The fee is $100.00 per unit. Please follow the instructions below.
RESIDENTIAL PROPERTIES. Step One: Pay for an occupancy permit/inspection. This is done through the City Treasurer's Office (in-person or by mail). Step Two: Once the occupancy permit/inspection fee is paid, you can then schedule an inspection through the Treasurer’s office. The office will assist you with scheduling a date and time for which a member of the fire department will conduct a fire safety inspection of the property. Step Three: Complete the Occupancy Permit Application form and have it present during the inspection. This is required for the inspection to be completed and also to receive an official Occupancy Permit. If the property passes inspection, the application will be signed by the Fire Chief or Fire Captain. If the property fails inspection, you will need to satisfy further Step Four: Return the completed, signed Occupancy Permit Application to the Treasurer's Office to finalize the process and receive your official Occupancy Permit. COMMERCIAL PROPERTIES. For commercial properties the inspector is the Code Enforcement Officer, William Whetzel. Mr. Whetzel is tasked with the responsibility of conducting commercial occupancy inspections and granting commercial occupancy permits. He can be reached at 724-527-4000 x 20. The process for commercial occupancy inspection can be a bit more detailed. It is recommended that you reach out to Mr. Whetzel before completing the various steps in the process. |
Residential Occupancy Permits
This permit is required for all single family and multi-family rental units. The Fire Marshal must inspect the dwelling prior to the issuance of a permit. This permit is required prior to occupancy for all single-family dwellings, rental units and all non-owner occupied structures.

This permit is necessary for all business in the City of Jeannette. Your business must be approved by the Zoning office, inspected by the Building Code Official or Fire Marshal, and issued this permit prior to opening.

The Department of Building and Code enforces the standards of Pennsylvania's Uniform Construction Code. The Department also administers the Zoning Ordinance which regulates additions, new constructions and also the placement of accessory structures including pools, fences, sheds, garages, etc.

New doors (same size) Siding/painting Roof shingles (only residential) Gutter/downspout Hot water tank (replacing existing) Plumbing fixtures (sink, toilet, etc – replacing existing) Deco – Shutters, mailbox, light fixtures Flooring (tile, carpet and wood flooring) Drywall and plaster repairs Pools under 24″ high and no pump Stormwater/MS4Projects that place non-permeable surfaces that could affect the direction of rain water runoff are regulated by Ordinance 21-02 Stormwater Management.
Projects that constitute Stormwater/MS4 require a permit and payment based on the size of the project. *See MS4 Application and MS4 Fee Schedule. Materials such as brick, stone, concrete, and asphalt placed on the ground for walkways, driveways, etc. fall under these requirements. LERTA Program
Ordinance 22-04 established a Local Economic Revitalization Tax Assistance (LERTA) Program in the City, in which deteriorated commercial properties can be improved and repaired, and during which time, property taxes will be exempt in totality for three years (see the ordinance link for the exemption schedule).

Sign Permits
This permit is necessary for all new signs, changes to signs and relocation of signs. No sign may be erected, changed, or moved prior to the issuance of a sign permit.

- All pools require a zoning permit and a building permit.
