The stormwater requirements of the federal Clean Water Act are administered under the Pennsylvania Department of Environmental Protection’s Municipal Separate Storm Sewer (MS4) Program. In December 2002, DEP issued a General Permit requiring the implementation of a stormwater management program for minimizing the impacts from runoff.
The federal Clean Water Act prohibits the discharge of pollutants into waterways without the appropriate permits. Pennsylvania's Stormwater Management Act (aka Act 167), MS4 Program, Chapter 102 (Erosion and Sediment Control Requirements), and NPDES Permit Program for Stormwater Discharges Associated with Construction Activities are amongst the Commonwealth's methods for meeting the runoff-related requirements of the Clean Water Act. Only Rain Down The Drain! No solids, no mulch, no trash, no pool draining, and no grass clippings! Don't dispose of pet waste in storm sewer gates Don't drain your pool or how tub in the storm drain. Don't let your car leak fluids. Don't use herbicides of chemical fertilizers. Go organic in your yard and garden. |

Projects that place non-permeable surfaces that could affect the direction of rain water runoff are regulated by Ordinance 21-02 Stormwater Management.
Projects that constitute Stormwater/MS4 require a permit and payment based on the size of the project. *See forms below for fee schedule and application form. Materials such as brick, stone, concrete, and asphalt placed on the ground for walkways, driveways, etc. fall under these requirements. Construction of carports, roofs, sheds, patios, etc. in which water cannot permeate and seep into the ground also fall under these requirements. **Please include drawings with measurements for the amount of area that will be covered by the project, as well as the location of the project. ***Curb cut requests for driveways additionally require a completed Curb Cut Request Form along with drawings containing dimensions to indicate placement of the curb cut, as well as payment of a $150.00 Curb Cut Fee. ****For Zoning requirements, please see the Zoning Department page and contact Bill Whetzel at 724-527-4000 Ext. 20. *****For any other questions, please contact the City Clerk's Office at 724-527-4000 Ext. 12 |

City MS4 Plans:

Our city will work diligently toward improved stormwater management practices and continued DEP compliance. We have identified a number of methods in which the city will work to reduce pollutants in our streams and waterways. There are four major initiatives which will have a significant impact as we work to maintain compliance.
Planning to make Jeannette a "greener" city. The implementation of a demolition project will play a major role in this objective. The City hopes to begin demolition of 15-20 structures per year over the next five years. This plan, while having a positive impact in both housing market conditions and city economics, would also greatly assist the City in reducing stormwater pollutants. Most demolitions planned by the city are intended to create create green space in the form of "side yard projects." The newly created green space would capture water and reduce runoff. The City plans to reduce pollutants by increasing street sweeping efforts. Under the DEP formula for computing street sweeping, the municipally must sweep its streets a minimum of 25 times a year. For Jeannette, that is basically every street, twice per month. The current manpower in the public works department may not allow us to sustain such a rigorous street sweeping program. However, we do intend to implement city wide street sweeping at least twice per year. This plan will help the City begin to reduce pollution coming from the City streets. Another major component to improve stormwater management is through the completion of Phase II of the Flood Control Project. The City has been working closely with the DEP in constructing a new levee and flood wall system through Jeannette and Penn Borough. This project will remove sediment through reconstruction of the stream banks. Additionally, the DEP is designing a detention pond in the 17th street area of the City. This will contribute significantly towards our pollution reduction plan. A drastic reduction in pollutants will occur through the demolition of the former Jeannette Glass site. There will be major demolition and clean up allowing the city to benefit from a renewed Westmoreland County Industrial Park Site. Tentative plans include large areas of green space on this site. In addition to this large site development, other major developments at Monsour Hospital and Jeannette Hospital will improve stormwater management and decrease pollutants. Each of these developments will be watched closely to assist in the removal of sediment from our streams. |
