Quality of Life OrdinanceThe City of Jeannette has experienced an increase in the failure of proper maintenance of properties and structures located within the city, which has caused a negative effect on the quality of life of the citizens, residents, and guests. In an effort to protect both the property values and the health, safety and general welfare of the citizens, residents and guests of the City of Jeannette, the City Council has implemented a Quality of Life ordinance providing for the issuance of tickets, citations and penalties to owners and/or occupiers of said properties for quality of life violations.
Details of the various Quality of Life violations can be found in Ordinance No. 17-04. Violations are enforced by a ticketing system, similar to parking enforcement. Violation tickets carry a $50.00 fine and may also include additional costs incurred by the City to abate the violation. Service of such tickets may be handed to a member of the household, by affixing a ticket to the property where the violation exists, or by mail. Tickets may be served upon the landlord or tenant of a property. Property Maintenance Info
To All Residents/Landlords/Tenants:
The City of Jeannette has several ordinances in place that govern the enforcement of property maintenance, in addition to the IPMC. Details regarding grass/weed control, garbage/trash/debris pick-up, unregistered/uninspected/inoperable motor vehicles, and snow removal are available on this page. Landlords are encouraged to share this information with their tenants. NOTE: Property owners are ultimately responsible for the property they own. City Ordinance violation notices and fines, as well as Code Enforcement violation notices and citations may also be issued to the property owners under the International Property Maintenance Code (IPMC). In the event of an Ordinance (Quality of Life) violation, the following steps are taken: 1. The property owner will receive a Notice of Violation and fine(s), via the Regular and/or Certified U.S. Mail. A reasonable amount of time will be given to abate the violation and pay the fine(s), or request an Appeal hearing. (A Compliance Date [15 days] will be listed on the Notice which is the deadline to abate, request an Appeal hearing, and pay the invoiced fine(s) in full to be eligible for a hearing). 2. In the event the violation is not abated, additional fines will be added and unpaid invoice(s) will be turned over for Collections and reported to the Credit Bureau. In the event there is a Code Enforcement violation, the following steps are taken: 1. The property owner will receive a Notice of Violation, via the Regular and/or Certified U.S. Mail. A reasonable amount of time will be given to abate the violation (A Compliance Date will be listed on the Notice). 2. In the event the violation is not abated, a non-traffic citation may be issued through the Magistrate's Office. Grass/Weed Control
The City of Jeannette has a Quality of Life Ordinance (17-04) in effect that enforces the control of excess grass/weed growth.
Specifically, Jeannette City Ordinance 17-04, Section 5-J states: “High weeds, grass, plant growth or standing water. All premises and exterior property shall be maintained free from weeds, or plant growth in excess of EIGHT (8) INCHES as defined herein, and water shall not be allowed to stand or accumulate in a manner that would attract insects or vermin.” Unlicensed/Inoperable Motor Vehicles
Ordinance No. 12-02: The International Property Maintenance Code, Section 302.8 provides for the following:
“Except as provided for in other regulations, no inoperative or unlicensed motor vehicle shall be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth. Exception: A vehicle of any type is permitted to undergo major overhaul, including body work, provided that such work is performed inside a structure or similarly enclosed area designed and approved for such purposes.” The violation process, as described on the cover letter of this information packet, shall apply. Ordinance 72-13: The City of Jeannette requires the removal of snow and ice from sidewalks within twenty-four (24) hours after the weather event has ceased.
Section I states: “The owner, occupant or tenant of every property fronting upon any of the streets in the City of Jeannette is hereby required to remove or cause to be removed from all sidewalks in front of or alongside of such property all snow and ice thereon fallen, within twenty-four (24) hours after the same shall have ceased to fall or to form”. Ordinance No. 72-13 provides for the imposition of a fine for failure to remove any snow or ice from sidewalks. The city is requesting the cooperation of all city residents as a matter of public safety for you and your fellow neighbors.
