Legal Advertisement of 2017.11.18: NOTICE OF A SPECIAL MEETING OF CITY COUNCIL AND PUBLIC HEARING ON PROPOSED AMENDMENT TO THE ZONING ORDINANCE CITY OF JEANNETTE PA City Council of the City of Jeannette will hold a Public Hearing and Special Meeting on Tuesday December 19th 2017 at 10:00AM in Council Chambers 110 South Second Street for the purpose of considering an amendment to the Zoning Ordinance of the City of Jeannette and if deemed appropriate take action to hold the first reading of such proposed ordinance. The proposed ordinance may be examined Monday through Friday between the hours of 8:00 AM and 4:00 PM at Jeannette City Hall. A summary of the proposed amendment to the zoning ordinance is as follows: AN ORDINANCE OF THE CITY OF JEANNETTE WESTMORELAND COUNTY PENNSYLVANIA AMENDING ORDINANCE NO. 2017- 07 KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JEANNETTE; SPECIFICALLY THE TABLE OF CONTENTS BY DELETING THE EXISTING SECTION 2.14 PERMITTED LAND USES AND REPLACING SECTION 2.14 WITH NEIGHBORHOOD COMMERCIAL AND BY ADDING SECTION 2.15 PERMITTED LAND USES; AMENDING ARTICLE 2: ZONING DISTRICTS BY DELETING THE EXISTING SECTION 2.14 PERMITTED LAND USES AND REPLACING SECTION 2.14 WITH THE ZONING DISTRICT OF NEIGHBORHOOD COMMERCIAL; AMENDING ARTICLE 2:ZONING DISTRICT BY ADDING SECTION 2.15 PERMITTED LAND USES; AND ALSO AMENDING ARTICLE 11 AMENDMENTS AND APPEALS. A copy of the Proposed Ordinance may also be requested at the cost of .25 cents per page. A copy of the Proposed Ordinance shall also be provided to Tribune-Review and an attested copy shall be on file at the Westmoreland County Law Library 2 North Main Street Suite 202 Greensburg PA. The Proposed Zoning Ordinance and Map Amendments are now available for public review.
Please see the timeline for adoption on the right hand side of this page for further information on the adoption process. A larger zoning map is available at the bottom of this page and also via PDF. The draft zoning ordinance is available via PDF below and also available for inspection at City Hall. Please come to the Administrative Assistant Office on the first floor of City Hall to review or inspect the draft Zoning Ordinance and Map. There will be several opportunities for public hearing and comment on this zoning ordinance including the Planning Commission meeting on July 5, 2017, the City Council meeting on July 12, 2017, the City Council meeting on September 25, 2017, and the City Council meeting on October 11, 2017. All meetings take place in City Council Chambers, 110 S. 2nd Street, Jeannette, PA 15644. UPDATE (2017.07.27): At the Planning Commission Special Meeting on July 19, 2017, the PC voted to make the following changes to the Proposed Zoning Ordinance and Map Amendment.
UPDATE (2017.09.22): On Monday, September 25, 2017 at 6:00 p.m. City Council will hold a Public Hearing and first reading of the Proposed Zoning Ordinance & Map Amendments (Bill No. 17-04 to be Ordinance No. 17-07). Consultants from Mullin & Lonergan will be present at this meeting to answer any questions or concerns.
If approved by Council, the Zoning Ordinance will have a second reading on October 11, 2017 at 6:00 p.m. at the regular City Council meeting. |
Timeline for Adoption
June 21: City posts link to Proposed Zoning Ordinance & Map Amendments on website and makes available copies at City Hall for public review.
June 27: City prepares required public notice for Proposed Zoning Ordinance & Map Amendments announcing availability for public review and comment along with schedule for adoption; send to local newspaper for publishing on June 28, 2017. June 28: First Public Notice is published in local newspaper and copies of Proposed Zoning Ordinance & Map Amendments are made available for public review July 5: Planning Commission (PC) Meeting: Public Meeting on Proposed Zoning Ordinance & Map Amendments (this Public Meeting is not required but was requested by the PC during the development process) July 6: PC Meeting generated questions relative to a few substantive changes. The PC set a meeting for July 19 to review and vote on said proposed changes. The timeline for adoption has been modified and updated to reflect this meeting. July 19: PC Special Meeting: Public Meeting on Proposed changes to Zoning Ordinance & Map Amendments, as brought forward from public concerns presented at the July 5, 2017 meeting. PC will finalize the proposed Zoning Ordinance and Map Amendments. July 20: PC will provide all final revisions to Mullin and Lonergan Associates (M&L) for review. July 24: M&L will provide display-ready Proposed Zoning Ordinance & Map Amendments to the City. August 9: City Council Meeting: PC presents Proposed Zoning Ordinance & Map Amendments for consideration and recommends approval; Council sets Public Hearing date and time no less than 45 days out. August 10: City publishes Second Public Notice with date, time and place of the City Council Public Hearing and meeting when passage will be considered (September 25, 2017 at 6:00 p.m. and October 11, 2017 at 6:00 p.m.) August 10: PC forwards Proposed Zoning Ordinance & Map Amendments to Westmoreland County Planning Department for review and recommendations (45-day review period runs from August 10 through September 24) September 24: MPC 45-day review period by Westmoreland County Planning Dept. ends; recommendations are provided to City Council in writing. September 25: City Council Meeting: Public Hearing (Reading #1 of Ordinance #17-07) on Proposed Zoning Ordinance & Map Amendments held. Consultants from Mullin & Lonergan will be present at this meeting. If approved by Council, Zoning Ordinance will have a second reading on October 11, 2017. If not approved or vote delayed for any reason, then item is placed on next Council Meeting agenda for action. If substantial revisions are necessary at any point, then a second Public Hearing must be scheduled. Council vote must be held within 90 days of final Public Hearing. October 11: City Council Meeting: Public Hearing (Reading #2 of Ordinance #17-07) on Proposed Zoning Ordinance & Map Amendments held. Consultants from Mullin & Lonergan will be present at this meeting. If approved by Council, Zoning Ordinance becomes effective in 30 days and copy of approved Zoning Ordinance & Map Amendments provided to Westmoreland County Planning Department |
